He's never show any signs of attraction to another man, while he HAS reacted with a nosebleed upon seeing Nami naked in Arabasta. So I don't know where you're comming from with that.
My theory, is that Luffy CAN react to women like any other guy would...but for that to happen, he must first CONSIDER that woman a true Nakama.
