I think Kaguya's power of Eternity affected the raisens on Minoriko's hat, or her proximity or touch are affecting Minoriko directly. Notice that the raisens seem to be grapes again.

So, Kaguya is just revitalizing her and Minoriko's wider eyes and the lights in them are a sign that she's "booting up".

Hmm, I think that the hats are the means with which the Touhou characters identify each other.

The clothes are a fall-back option.
