Somehow I feel bad for Cirno.

It's not that you feel bad. It's the fact that Cirno can't be turned off is what makes your feel bad.
To go out of her way to make another person feel good is just so very sweet >.<

I think I get how this use of Cirno works.

Cirno's cold. A fan sucks air through it. So a fan alone would just be a slight cool. Now if there's cold air going through it . . .
