Alright, so Mistia is a youkai that eats people in another world. She still isn't allowed in my village. >:/
remember she has her stall. One could say she gets her condiments on her own, brews her own drinks, and gets the fuel. But that may be a bit too much, don't you think?
Ran and Reisen are regulars on the village, so having youkai isn't all that unusual. Kappas also installed a surveillance device to check on the dragon statue to have an accurate measure of the climate. Aya is known there too, and several youkai -you could say every one from Perfect Memento- visited Akyu's mansion regularly. They liked to give her ideas to add to their articles, like Marisa did.

IIRC there is some sort of "don't ask, don't tell" deal going they can come in as long as they behave while they're in, but you can be damn sure it's a grudging tolerance. It's likely only tolerated if they have business or if they known to be harmless, but I doubt the atmosphere is all that welcoming regardless.

The shopping list is upside down from our perspective, and right-side up for Mystia. Which doesn't rule out anything you're saying, of course.

To be fair, with her eel stand you'd think she already had a regular supply of victims to devour but we never hear of her doing anything to the people she lures to her stand beyond ripping them off, so its entirely possible that she either gave up on eating people after the Imperishable Night heroines kicked her ass, or that her threat of eating them was a bluff (which she is apparently notorious for).
