I have no idea how the Dragunov came to be known as the Eastern-bloc's sniper rifle when the thing is in reality more of a designated marksman weapon (sorry for the technobabble)......

Because Soviet doctrine didn't really make a distinction between sniper rifles and designated marksman rifles.
