You guys obviously forgot Shinki. See? The third Cirno's dress is red like Shinki's, silver hair, and the single pony tail with the red ribbon. Not sure about the wings though.

Dress is red with a yellow tie, that's Flandre's style. Shinki has an ahoge not a pony tail, that's also Flandre's style. and then the wings. All obviously scream Flandre, nice try though!

Not sure dude, this just screams shinki to me. I don't remember cirno, nor flandre having white hair, and her hair is pretty much shinki's style.
