Ichigo is not in this picture, most probably because he's featured in the other 40th Anniversary Commemorative Poster. (post #291893)

With the help of a friend who's read far more manga than me, I've found the name of that guy under Gintoki's sleeve. It's Amakuni Saruno from Mr.Fullswing.
