Hmmm.... are those scan artifacts or compression artifacts? My guess is scan. Anyone more experienced care to weight in?
Scan. What you're seeing is a pattern generated by the dots of colored pigments that are on the paper. If you looked closely enough at anything printed you'll see that the images are composed of colored dots and such.
