Of course the verb is 済む, but it has various meanings, which you can differentiate by the context. It also helps that it's normally written in hiragana when used in the common expression for "sorry", and in kanji otherwise.
I actually didn't realize that the expression "sumimasen" derived from that same verb, although I suspected something like that might be the case. Having it written in hiragana makes me slightly more inclined to believe that it's being used as the expression for "sorry" rather than the literal "will not finish/end" (that, and I trust your superior experience), but given the context, if it had been written 済みません rather than すみません, would the second interpretation be correct?
I can't answer that authoritatively, but I'd still read it as "sorry". Other verbs are more common for a story ending (eg 終わる); while you can find 済む with 話, it tends to have a slightly different meaning (eg 済んだ話 ≅ "a story from the past"). Also, if he really wanted to use the "ending" sense of 済む here, I would expect a よ instead of a ね. All in all, I just can't see すみませんねほんとw as anything but "I'm sorry, really! lol"
