From what I understand (dictionaries), come_hither relates to a seductive invitation regardless of the gesture, while beckon relates to any kind of hand gesture telling someone to do something (come over here, go this way, keep silent, etc.), pretty much giving orders with hands.
They don't necessarily overlap then (in my case they apparently do though).
come hither is definitely typically intended as a seductive, or at least playful, gesture.
The gesture is holding the hand mostly closed, palm up, and scratching at the air with the index (and sometimes middle as well) finger. Other bits of body language, particularly a smile of some sort, are also necessary.
I don't really have a concrete way to define a difference between beckon and come hither.
