I'd say these two are different since a skirt is a garment, and upskirt might be an accidental/intentional act of voyeurism.

This is of interest to me, since I have added lots of dress tags recently. As far as I can understand, upskirt may occur with a dress, so does dress imply skirt?
I vaguely remember someone mentioning somewhere that skirt should only refer to skirts that are not part of a dress.
Also, should a separate skirt tag always go with serafuku? I'm afraid we have lots of upskirts with serafukus.
The skirt tag is for the separate skirt garment hanging from the waist down, and indeed does not include dresses.
Upskirt doesn't have to be defined by what we've defined the skirt tag as, and can be used to include looking up the skirt of a dress as well. Since upskirt can include dresses and skirts, it can't imply skirt.
