If an image that is a duplicate of another post but it's only like 98% similar and from a different source (like twitter vs pixiv), then should it be posted?

The % is just an indication, the actual differences matter more. If it's a higher resolution or less cropped it's basically always worth posting, if it's the same resolution but PNG instead of JPG, or a significantly larger JPG (how much is significant depends), then that also should be posted. If it's the same resolution but a smaller JPG, or JPG instead of PNG, it shouldn't be posted.
Note that, in case the "better" version is already posted, you can import the commentary by pasting the other URL using the "Fetch" button on the "Add commentary" popup.

Can you add the extra source too if the images are identical?

Official art isn't guaranteed approval, it depends on the reason why the third-party was deleted, the image itself can simply be bad. If the third-party image is approved, the second-party can be worse in quality for some reason, like being extracted from the game or being taken from other official source and reposted.
EDIT: If you're talking about post #7125005, I'm waiting for other's opinions because I can't tell for sure if the third-party was upscaled. I looked into that Lofter and some images have clear signs of being edited and upscaled, others are reposted and others I guess are game or video screenshots.
If you can find the image in an official source, I recommend not posting a version from a third-party. Many of Adventzx1's posts are also reposts from that third-party Honkai Lofter, the official Bilibili and Weibo. I requested to replace some images a week ago while I was checking.
