Note vandalism

The note on post #138511 was vandalized by "dreamedartist". I have reverted the change, but perhaps we need a mechanism for punishing users who do such things.

Also, I see in the user list that dreamedartist has edited two notes; if we had a feature to search for notes by author, I could check if the other is vandalism too (which it probably is).

I was thinking recently about searching notes by author as well, though for a different reason. I know some people don't post much, but they might be doing a lot of translation, and that's worth an invite. But I can't be sure if I'm inviting them for worthwhile translations or if their 100 notes are just spam crap.

But yeah, it would also be good to check up on a user to see if they're just screwing with notes in general.

Those were both for the same post. If you check the note history of that post it'll show that he saved the same note twice.

(Or if you want to double check: he registered on the 29th and that post was the only note entry that came up in the note history with his name on this day.)
