category team_plasma -> general

All other Pokémon team tags are general. I see no reason for these to be different, specially since they are only character tags because of team rocket (cosplay) and team plasma (cosplay), which were replaced by team_rocket_uniform cosplay and team_plasma_uniform cosplay.

I'm still for the tag team_rocket_grunt since Team Rockets uniforms are ambiguous.
Team Rocket has different characters and bosses, but all are wearing the team rocket uniform.
I'd just create a team_rocket_grunt_(cosplay) tag...
