It depends. Are you one of the artists in the banned list? If yes, you should contact the admin at webmaster@danbooru.donmai.us. If not, then the answer is no.

If you cannot send an e-mail to that address, you can still directly send a message to the owner of the site by clicking here: https://danbooru.donmai.us/dmails/new?dmail%5Bto_id%5D=1
Write something like:
"I am <artist name> and I'd like to be removed from the list of banned artists on danbooru."
Followed by a link with proof that you are the artist. Reasonable proof could be for example writing something in one of your official sites such as twitter, linking back to the danbooru account you are using right now, or linking to this thread.
