Not entirely sure whether it should be an implication or an alias - although quite a lot of uses of the kanzashi tag refer to this (and generally don't have this tag on them), there are also a lot that don't, and it is good to be able to separate them out, so I'm proposing the implication.
EDIT: The tag implication tsumami_kanzashi -> kanzashi has been approved by @Type-kun.
