Does the gold account users pays monthly?

No, it's a one-time fee.

Since this gets asked occasionally, I've added notes to help:users that getting promoted to Gold and Platinum are one-time fees. The Upgrade Account page already mentions it.

They could probably also benefit from a note that Gold -> Platinum is only another $20, as that gets asked from time to time. I'm not coming up with a really good wording at the moment, though.

Maybe like so?

Platinum - Pay $40 to the site's developers (one-time fee); [pay] only $20 when upgrading from Gold.

Not sure about the “pay” after the semicolon.

The following levels require a one-time fee to the site's developers:

Gold - $20
Platinum - $40 or an additional $20 when upgrading from Gold.

The "an additional" makes it kinda sound like you'd have to pay $60. "Platinum - $40 (or $20 when upgrading from Gold.) sounds perfect to me.
