Surely a high-waist skirt is a skirt? The clue is in the name, after all.
The high-waist skirt is something of a gray area visually... it sort of looks like a dress, but technically it's a skirt. However, I usually add a skirt color tag and other skirt modifier tags as applicable whenever adding it, so it gets tagged with skirt anyways.
Therefore, +1 to the above implication...
+1 to the implication, but some clarification of what exactly the tag means is direly needed (nearly a thousand posts and still no wiki). I take it to mean skirts that hang from between the bust and navel, but there are examples of the tag being used for skirts that show more midriff (post #2598041), skirts of indeterminable length (post #1926997), and other garments that are clearly dresses (post #2547244).
