IMO the latter usage is much more intuitive. I'd say use from_above and from_below for the former notion. There seems to be a small precedent.
And anyway, you are the sole editor of the wiki articles for looking_up, looking_down, view_from_below, and aerial_view, so this looks more like a matter of users not adapting to your new tags as easily as you thought they would, rather than stray newbies abusing widely-used tags. Frankly, view_from_below is cumbersome and aerial_view makes little sense. looking_up and looking_down are sort of gerunds, and so should apply to the character in the image, not to the viewer.
My proposal: from_above for images in which the perspective is, well, from above. from_below for the opposite. looking_up for when a character is looking at something above the viewer, and looking_down for the opposite.
I've always wondered why looking_up had the unintuitive use it did (though I tried to stick to it). I second xCCBAA696's motion. It makes it fit better with looking_back as well, which is from the subject's perspective.

they are not "My tags", i didn't create them, they have been there (from what it looks like, 2 years) and i just saw the pics related to those specific tags and made a wiki for it. figuring that is what they were being specifically used for.
i will gladly change it to make it easier to follow. as in a character action.

Sorry, my mistake. I'd just never noticed or seen those tags before, I guess. Anyway, this issue seems to be resolved now. :)
