Looks like the harrypotter and harry_potter tags have been alised for some reason - I had been using harrypotter for the series and harry_potter for the character.
For now I've changed the tag type of harry_potter from character to copyright but all the images containing the actual character will need to be retagged as something like harry_potter_(character).
