It just isn't. 99.9% of the time you want to tag a picture "what" it's a bad idea. "What" is intended for pictures that really escape any sort of rational explanation; just because 1) you found it mildly funny 2) it has pixels in it doesn't mean a pic qualifies as what. I'll probably take my time and de-spam the tag again, and if I see you polluting it again afterwards, you will get warned / banned if I'm in a bad mood. I'm really tired of people being too dumb to apply at least a slightest trace of common sense or fucking refrain from doing anything if they lack even that.
