    I think so, too, but at least they're variants of the original, like Blue Archive's Swimsuit or Bunny Girl alts, and not better versions that supersede the original, like META or II ships.

    I actually prefer them being separate shipgirls as with the shared skins system there's now actual reason to get more than one skin of your favourite shipgirl. As someone who got two different Taihou skins, having OG and Muse means I can have two Skinned Taihous in one or more fleets and not have to pick which skin to use at any time. Though being able to give base Yorktown Yorktown II's swimsuit skin was also quite nice.

    That hasn't actually stopped anyone, the material is just really rare since the Yakuza controls the horse racing world and everyone's more scared of them then CYGames being angy and taking their horse girl idols.

    The Umapyoi Police was kinda a thing back then, right? Rabid fans who dox and harass people who post Umamusume lewds, I mean. Though they don't usually go after non-Japanese artists. And they aren't much active these days anyway.

    Yakuza can't get a foothold into the Japanese horse-racing world these days. Because the Japanese government runs it so messing with it is basically messing with the government's income.

    Of course some racehorse owners have alleged Yakuza ties (not open ones, you can get kicked out for even associating a bit too much with Yakuza), but racehorse owners as a whole are scarier than Yakuza anyway.

    Yakuza has less and less connection with JRA or NRA since the govt basically has a chokehold on it. It's the owners that Cygames are more afraid of.

    As I understand it, the Custodes are symbolic extensions of the Emperor. They're Terran princes who devoted their lives to serving him, being remade in his image, carrying out his explicit orders, being his eyes and ears, serving as a substitute for his very presence if need be. When they speak, they speak for him, and even Primarchs have to listen and obey.

    They're not merely an army. They're living proof of his right to rule over mankind. So much so that their symbolic value has at times called into question whether they're actually effective as a fighting force at all. Like an ornate sword or scepter.

    With all that being the case...to be the most effective reminder of the Emperor's will and rule, they're going to be guys. Because the Emperor is a guy. They serve in the Emperor's stead.
