Yeah, I was thinking of the boob sock effect santander mentioned when I rated it S, but it doesn't really seem to be too bad after a second look. I also don't agree that the miniskirt is relevant here since it's off in the corner and nothing is really showing there.

She's still naked with her whole upper body in frame. Showing that much skin is enough for Q regardless of whether or not the nipples or areolae can be seen.

Looks like an explicit sex act to me.
EDIT:
IMO "mild sexual contact" is stuff like heavy kissing and fondling, not breast sucking. Almost all the breast sucking rating:q posts look like mistags to me.

Pubic hair can be rated Q as long as it's subtle and not blatantly exposed. The visible amount and close-up of the crotch bumps this up to E.
